The 19th February 2008 attack on the Panaji Police Station by Babush Monserrate was a very serious crime. A horrendous crime against the State, on account of which I was constrained to seek the intervention of the High Court as the devious Babush Monserrate has managed to stall the wheel of justice.
In that Police Station attack case despite a Division Bench of our High Court having on 24th April 2012 declined to quash the criminal proceedings, he deviously managed to move a single Judge of the High Court again and obtain a stay order on 4th December 2014. That stay order has been operating illegally for the last seven years.
Babush Monserrate is also facing criminal charges under the Protection of Children from Sexual Offences Act (POSCO) Act for having raped a teen-aged girl in 2016. He is the first sitting MLA in Goa to face charges under POCSO. He has also been charged for rape, wrongful confinement and criminal intimidation.
Babush Monserrate has been known to violate every law coming in his way. Even his two hotels constructed at Miramar are in total contravention of the law. He has been changing parties to try and be with the ruling side so that he can get away with all this loot and plunder.
In 2005, the then Chief Minister Manohar Parrikar had the courage to strip Babush Monserrate of the Town and Country Planning portfolio due to the large-scale corruption with regard to the Regional Plan.
Exterminating Babush Monserrate from the political turf would be the best thing that can happen now for Goa.
