It is absolutely outrageous that with the tacit blessings of the top bureaucrats in the Goa Government, the organizers of that Serendipity Arts Festival which is currently being held in Goa alike last year are once again merrily flouting every law possible.
Their hordes of modified vehicles are moving all around the city including Ribandar with impunity blatantly violating the law.
Section 58 of the Motor Vehicles Act requires that they should have the required permission from the Transport department before changing the color or complexion of any vehicle.
It is dismaying that our otherwise proactive Chief Secretary Parimal Rai and the Acting DGP Jaspal Singh are now conveniently mute spectators to this gross violation of law.
They have conveniently abdicated in their bounded duty to enforce the Rule of Law. A total collapse of Governance. Do we need any further evidence that Goa is now officially under the Rule of the Jungle.
